Description UK/US Oil talks. Excerpts from President Nixon's Energy Message. Nixon appoints John A. Love to direct a new energy office that will be responsible for formulating and coordinating energy policies at the presidential level. Nixon asks Congress to create a new cabinet-level department devoted to energy and initiates a $10 billion program for research into energy. He also launches a conservation drive.
